Ideally we the people can work this into our society, changing each state's laws until we can change federal law. I love the text, however I fear we no longer have such influence on our lovely government.

"No California law enforcement personnel or funds shall be used to assist or aid and abet in the enforcement of Federal cannabis hemp marijuana laws involving acts which are hereby no longer illegal in the State of California."

Unfortunately I no longer have faith in our USA. The feds will see that and threaten the state with lack of funds, grants, etc., forcing the state into their submission.

But, what the hell, it's worth a shot!
