The fact that each month Irvin Rosenfeld obtains 10 ounces of marijuana in pre rolled cigarettes, sanctioned grown and delivered by the U.S. Government, has created its own precedent for a MMJ patient and the allowable usage or dosage per patient. It is difficult at times to only have 1 ounce of usable marijuana per plant in Hawaii, thus allowing a 3 ounce supply for the 3 mature plants allowed to have in Hawaii along with 4 in vegatative growth. To pattern the growth cycle legally takes some experimentation.
Hawaii was blessed by it Legislature to pass on its own accord a Medical Marijuana program without taking this to the people of Hawaii for a vote, a Medical Marijuana program that has worked with few drawbacks. Recently it has been approached by several local groups to change the laws in accordance with the amounts of possesion, and the amounts one can grow, posess, and how distribution takes place. All changes were defeated and put on the back burner until the elections are over this year.
Each island in Hawaii has and requires a different approach, many face inner city difficulties in obtaining safe access to Marijuana, while others who live in rural areas have access to grow their own and for other patients. This is noted by the ever increasing " Hydroponic Grow Shops" being set up on every Island, to accomodate the inner city inhabitors that do not have the property to grow their own on. BUT, Hawaii is the most expensive state for electricty. A kilowatt hour is roughly 42 cents per KWH, OUCH!~!!! It has come to my attention that many " Solar Powered Sites" have sprouted up, and use of Generators powered by Bio Diesel fuels to power large commercial grow ops in undergorund caves. WHY? There is enough sunlight to produce 24 / 7 - 365. The different light hours allows for many crop periods thruout the year.
There will be concentrated efforts after the elections this year to provide accurate based and documented details of each island and what can be done to provide safer access for Medical Marijuana Patients. What has been in place for nearly 7 years works, but can be improved by reshaping guidelines, amounts, safer access,caregivers rights for MMJ patients that can not grow their own. Here in Hawaii cannabis has only been illegal snce 1959, when Statehood took hold. One of my grandfathers moved to Hawaii from the Phillipines in 1916 and brought his seeds with him to a place called Waipio Valley. He grew his herb until age 84 when he passed away. He always smiled when he spoke of the old ways, and said " bombai go bak da ol' ways" I know now what he meant.
