It's really not that complicated. I-28 creates a legal production license and a legal distribution license for non-profits. Licensure fees will fund research and data collection and a 10% tax on gross will go to funding medicine for low-income patients.

The rules would be the same as for a 4 patient garden: same number and size of plants, the only difference would be that the grower would be allowed to sell his crop to the dispensary. The dispensary would sell finished cannabis medicines to patients. Dispensaries have to be non-profits.
