It varies from county-to-county, even city-to-city. Oakland, you can have 72 plants, Berkeley just passed Measure JJ which unlimits the number of plants, the DA in Humboldt refuses to prosecute under 100 plants due to case overload, sonoma county has a 30 plant limit, most counties have the 6/12 rule.
