Not seeing any balls. Rule of thumb, the male ball sacks have a short stem which they hang from (kind of like an old style lantern) where as the female parts are directly attached to the plant.

Yep, I was going to say this. These are female pollen sacs, which should produce feminized seeds. This is a process known as 'bolting' when a female plant produces female pollen in order to self fertilize in the name of survival :)

There is that scenario, there is also hermies from light cycle fluctuations and stress, and there are also recessive genes that can cause this as well, Thai plants or hybrids of Thai have hermie traits, cannabis is a "dioecious" species meaning it needs male and female to reproduce. Some drug cannabis strains have bread with "monoecious" hemp strains that have gone feral, those genes are in the mix somewhere and can be expressed if the environment is right or if the right parents come along.
