Starting outdoors in spring

Hi I live in northern California and I am wondering... If I start my seeds in March, probably March 15th, do they need any supplemental light? Will they just veg through the short days of the early spring and keep going till fall? I plan to make sure they do no freeze.

At what point in a plants life, started from seed, does it begin to be affected by daylenght? In the book Marijuana Botany by Robert Connell Clarke, he says when the plants reach 60 days old they will flower unless there is 13 or more hours of light (most strains). Has anyone found this true?

Thank you!

You can although I'd start around 22-23 with the New Moon. They usually start flowering by middle August, but some varieties might start as early as late July and as late as middle September.
