I have hard water of about 7.5 ph from my taps, is mixing vinegar with it to lower ph a bad method? any help please? oh and what humidity do i need for clones?

Clones need high humidity since they do not have an adequate root system for water/nutrient uptake. So until a plant has established roots, start on the high end (ex. 90% Relative Humidity) and gradually decrease to ~50% for the remainder of the grow, until possibly the final weeks of flowering, where humidity can be dropped lower to prevent mold growth and facilitate drying.

I used to use Apple Cider Vinegar and it worked fine for awhile, until it I discovered that I could obtain pH UP/DOWN from the BioLab at the University!
But without a good digital pH meter (you be surprised how little an amount you need to add), you can run the risk of turning your solution into straight acid...

...but with proper measurements and adjustments, I have never had any major problems resulting from the use of Vinegar to lower pH.

If you have hard water it is probably more problematic to your plants than just having high PH. Consider a Reverse Osmosis filter. It should straighten out your pH and remove all sorts of nasties from the water preventing excessive nute lockout and such. Ebay has a bunch that are affordable.
