first grow, have some questions

Ok well im doing a very low budget grow for personal use. I germinated 3 seeds, and so far 1 has popped. I will be growing them outdoors, i live in socal so its not cold here, and theres good sunlight.
How deep in the soil should i put the popped seed?
When should it break the surface?
What are the methods of outdoor growing to make it a female?
i have so many questions to many to ask, just share your knowledge with me please!!!

We're already into Sept.
even though it's not cold the days(hours of daylight cycle) are getting shorter.
and not knowin' the strain, I'd go inside or wait till spring.

i have very low budget, i have enough to buy soil, and nutrients, i have no money to buy lights, and the seeds are already germinated.

South Cal , I see it now.

Next couple month you could get by with a Compact floro ,
they aren't exspensive.

Take clones and put those outside.

Compact floro? how much? where to buy?

pretty much any hardware store,
10-20$ for the bulb and maybe 10$ for a good ceramic socket fixture.
