On November 5, 2008, fifty-eight per cent of Hawai`i county voters endorsed a ballot initiative to make marijuana possession the “lowest law enforcement priority.”

The new ordinance directs county law enforcement officials to treat the “adult personal use” of cannabis as its lowest law enforcement priority.
