New York State Assemblywoman Donna Lupardo received the National Legislator of the Year Award from the industrial hemp advocacy organization Vote Hemp at a Hemp Industry Association conference last month.

Lupardo, who represents the state's 123rd Assembly District, which includes Binghamton, Vestal and the Town of Union, has co-sponsored legislation allowing farmers to grow hemp as part of research programs. More recently, Lupardo, along with Sen. Tom O'Mara, R-Elmira, spearheaded a bill to allow for the processing, transport, distribution and sale of hemp products.

The state's first legal hemp farm in 80 years began growing the crop this year.

Until the passage of the 2014 federal farm bill, which allowed states to grow the crop in pilot research programs, the federal government banned hemp production.
