A battle by a small Norfolk council to block plans to create a massive hemp production plant has been given a glimmer of hope.
Roudham and Larling Parish Council has failed in bids both to the High Court and Appeal Court to challenge a grant of planning permission given for a hemp plant near Roudham, near Thetford. But their bid to get the permission overturned has now been given new hope by three law lords. While they have not yet given permission for the council's appeal against a High Court dismissal of their application, they have also not refused it. Instead, in papers just released by the House of Lords, they have put the matter on hold and invited Breckland Council, which granted the planning permission for conversion of a building at Camp Farm, Roudham, into a help processing plant, to lodge objections to them hearing the challenge. A deadline of December 18 has been set for Breckland to lodge any objections it has. Roudham and Larling Council claims that the proposed plant will disturb the local area with increased noise and traffic. It claimed, among other things, that it and members of the public were not given a fair opportunity to put their objections to Breckland and that technical information relating to the effect of noise and traffic was produced late and in an inaccessible form.However, the Appeal Court in rejecting its bid to mount a full scale challenge to Breckland's plans ruled in June this year that Breckland had adequately met the concerns over noise and traffic by imposing “stringent” conditions on the grant of planning permission. In the decision that Roudham and Larling want to challenge the Appeal Court also rejected its claim that Breckland's reasons explaining its decision were inadequate. The parish council will not learn until early next year whether it has been successful in its latest bid to keep it's fight against the plant active.
