The House of Representatives approved a bill that would allow victims of
debilitating diseases like cancer or AIDS to treat symptoms with marijuana. By a vote of 82 to 59, the House exempted from prosecution anyone who uses the drug after obtaining approval from a doctor. The bill's prospects in the Senate are uncertain. Gov. Howard Dean, a Democrat who strongly opposes it, has suggested that he would press allies in the Senate to block the bill.
