What do you have to do to form a collective? Do you set up a non profit? I guess it's different in different locals.

First, read THOROUGHLY the Attorney General guidelines:

These describe how a collective may operate legally in CA.
Then talk to the planning department in whatever city you're considering and find out if they have a ban, moratorium, special zoning or any other regulations for collectives.

Finally, if it is at all possible, HIRE AN ATTORNEY.
