Jack A. Cole, M.P.P. is Executive Director of Law Enforcement Against Prohibition, an organization of current and former law enforcement officers. He retired as a Detective Lieutenant after a 26-year career with the New Jersey State Police.

Lyle E. Craker, Ph.D. is Professor of Plant, Soil & Insect Sciences at the University of Massachusetts Amherst.

Ryan King, M.A., M.S. is Senior Policy Analyst at The Sentencing Project, a Washington, D.C. research center focusing on the impact of the American criminal justice system upon individuals, families and the community at large.

John P. Morgan, M.D. (1940-2008) was Professor Emeritus of Pharmacology at the City University of New York Medical School.

Peter Reuter, Ph.D. is Professor at the School of Public Policy and the Department of Criminology at the University of Maryland. He is also the Director of the Program on the Economics of Crime and Justice Policy. He founded and directed RAND Corporation’s Drug Policy Research Center from 1989 to 1993.

Eric E. Sterling, J.D. has been President of the Criminal Justice Policy Foundation since 1989. He was Counsel to the U.S. House of Representatives Committee on the Judiciary from 1979 to 1989.

Sanho Tree is a Fellow and the Director of the Drug Policy Project at the Institute for Policy Studies in Washington, D.C.
