Cannabis-Oil Treatments Get Kentucky State Police Commissioner's Backing

A proposal to allow trial treatments of marijuana oil to help children with uncontrollable seizures could get a committee vote next week. Sen. Julie Denton, R-Louisville, said she hopes to call her Senate Bill 124 for a vote and definitely will have another hearing next week when the Senate Health and Welfare Committee that she chairs meets again. "These children, they don't have any good options," Denton said.

Denton held a lengthy hearing on the bill Wednesday, hearing from parents and other supporters, including Kentucky State Police Commissioner Rodney Brewer. Brewer, whose agency opposed last year's hemp regulation bill that became law, said the KSP supports medical research in a controlled environment and that the framework set up by SB 124 meets that test.

SB 124 would allow the use of marijuana oil in Food and Drug Administration-approved studies and when recommended by a physician practicing at a state university research hospital. According to the Legislative Research Commission, the FDA already has authorized clinical trials on the non-psychoactive marijuana oil as a treatment for epilepsy in children.

Previously, Denton has said her own daughter had epilepsy and was able to control seizures with other medication. But she knows of others who aren't helped by the available medicines and are moving to Colorado to seek cannabis oil treatment. A broader medical marijuana bill will be heard in the House Health and Welfare Committee next week, said Chairman Tom Burch, D-Buechel. House Bill 350, sponsored by Rep. Mary Lou Marzian, D-Louisville, would allow patients and caregivers to possess and cultivate limited amounts of marijuana.
