Which is a really crappy spot I no, but as I'm trying to save money is it possible to reduce a 4 inch extractor down to a one inch, using a hose pipe, and the same with my extractor fan fed through the loft using one inch hose pipe and using standard bathroom extractors drilled out through the soffit.

You can try to use a air tight container. Drill a 3 1/2 inch hole on the one side and a 7/8 inch hole on the other for a snug, airtight fit.
