Sagging Seedlings

It's been about 10 days since my little seedlings have sprouted up. I think I might have a problem though. They're bending like they can't hold themselves up very well, and it's not towards the the light source either.

I'm thinking it has to be one of these three things, if not a combination. Would it possibly be not enough light, not enough room for roots, or not enough water?

Any help would be greatly appreciated.

it could be too much or to little water go wet/dry

what size pots of cups are they in ??

what kind of soil ?

do u have a fan becuase no air circulation will cause week stems
