The easiest cloning method I've used so far is a brand new bottle of water.
Blackout the top half of the bottle with vinyl tape.

Yea shipping costs are an issue when it comes to heatsinks, drivers, aluminum framing, etc. There are companies with much better DIY LED options than cobs.
25 cobs plus heatsinks and drivers is expensive. At this point in the game you could look into Samsung or Bridgelux LED strips. This would be a much cheaper build with much more flexibility, heat management, and light coverage. Do yourself a huge favor and look up DIY Bridgelux or Samsung LED...
