I would definitely be checking the runoff, the reading should be fine. Do you check the PPM/EC before you feed?

Do you have a TDS meter?

4ml of Big Bud for 2 Liter watering is correct. If you are growing in soil, use nutrients in every other watering. (Nutrients, plain water, nutrients, pain water ect.....)
