I'd love to let my res water sit for a day with just silica, but it isn't really doable for me.
Here's my mix routine for my 20 gal res on my Lab tent. I start shortly after the first feed cycle of the day completes around 8am.
1) Drain res, vac out the little leftover the pump didn't get.

Oh, the light intensity. I like to run mine on as low of a power setting as possible. I've seen people put big lights at the top of the tent, then run them at 100%. Further distance, less intensity, then as the plants grow they get higher intensity as they need it.

Running the exhaust to outside the room, or outside period, will help too. Exhausting hot air right back into the room will raise the room temps, which raises the tent temp more. Rinse, repeat. A vicious circle, it is.
The 600w would be fine. I run a very similar light in my hydro tent, the Growers Choice ROI-E680. 680w (vice 600) in a 4x4 and it rocks the heck out of that tent.
Not sure what those lights cost, but if I were doing it all over again I'd end up running to @Budget LED instead. The E680 light...
I know a gallon is cheaper in the long run, but maybe try a liter (or even half liter) first. That way you're not blowin a franklin on something that collects dust.
At 28ml/water change, a half liter should get you through a grow with 1ml/gal.
I think at 1ml/gal it’s ok. Is it enough to be of benefit? That part I dunno. But at least at that level (half the recommended dose on the bottle) it’s manageable in a res.

This. They hate sand as it cuts them up like little razors, so they go away. This breaks the breeding cycle, and knocks them out. You'll have to use a little neem or other product to handle the adults initially.
It’s not the holy grail, but it is very, very good. It’s also inexpensive, which doesn’t hurt.
It is a single part nutrient, good for veg and flower. As time goes on, you simply feed a little more.
