18000 Kelvin for rooting clones?

Needed a T8 for cloning, so bought the closest I found to a usable spectrum in a local electronics shop. 4000 kelvin. Not optimal, but I know it works. I see the local pet shop sells a bulb for aquariums, but that one is 18000 kelvin - Do you think it would work well for rooting`clones? I have heard the optimal spectrum for rooting is like 5000k-9000k
 
18k is really close to uv or actinic. Those are more to make corals Flores, not even so much grow. I'm not a lighting expert but I would take an educated guess and say they would be very close to useless.
