A seed situation?

I need some advice here - i bought two packs of bag seeds, only 1 seed out of 8 has popped so far?
I normally do the wet paper thing, and it has worked so far with no issues, but those bag seeds won't pop at all - i have tried several things, like soaking in water, freeze down, wet paper and so on.. Still no succes? Am i doing something wrong, or are those bag seeds worth nothing?

wet paper towel or cotton buds in a small tupaware container with a couple small vent holes in lid
warm dark place and bingo!!
make sure your tissue isnt scented
allow up to a fortnight to germ but good seed if right conditions within 3-7 days

Ty for quick response uhm last time i tried i dropped the seeds into a closed tupperware and placed on heater - it was there for almost 20 days with no result :/ my ch9 and other af seeds have been ready to plant within 2-3 days using this method :/

I don't use paper towels. I lightly scarify the outer shell of every seed, I put it directly into a small pot of soil, and I keep it in the grow area, lights on, and mist it couple times a day to keep the soil MOIST, but not WET.

Seeds have sprouted for me in 2-8 days using this method.
100% germination so far.
