Advice on stretch?

Lots of good advice.

What I've found with seedling stretch is to first correct the problem that is causing seedling stretch then to either bury the stem a little by adding more soil/medium or support the stem.

If the stem is only buried slightly or supported by the problem isn't corrected the stretch has a tendency to continue and you can sometimes find yourself back where you started.

Getting the light closer without causing heat stress to the plant is your goal. As you mentioned the fan is as strong as it can be without being too much already and moving the light closer will increase the heat. High heat also can cause stretch.
Can you grow in a slightly cooler area or can you place another fan that would pull the warm air away from the light and the plant (exaust)?
 
Anyone have an idea if this looks like nitrogen deficiency? I only have 3 of these lsd-25, and the 2 in happy frog look like this. The other I put into ocean forest from seed, and it's doing quite well. Looks nothing like these two. Thoughts?
