Another privileges question

I've been a member for a long time but havent posted in years. Currently it will only let me post in the introduce yourself thred. And it says "You have insufficient privileges to post threads here" at the bottom of others. What are the requirements to gain privileges? Thanks!

I was going to post in the how to section but its only letting me post in just the ones mentioned. I figured it must have done some sort of reset and its going to make me do 10 posts first or something like it does when you're new on some sites. I have since pmd a staff member so Im sure they will figure it out for me shortly.
