I have had my clones in 1" rockwool for a week and they are looking healthy but I cant see any roots yet will it be a problem if I put the 1" cubes into 3" now?
Can I transfer to early?

shouldnt be a problem. Accept you'd be wasting your 3 inch cubes if some of the clones don't root. Well, maybe not wasting. You could reuse them again I suppose. I myself would give it another week. It usually takes around 10-14 days to get some nice roots on clones.

~Yeah I have them already pre-soaked for 24hrs as of now though so I don't know if I can just leave the 3" sitting in the water for another week can I ?

I'm not not a rockwool cube user but I don't see why you couldn't just squeeze the water out of them and put them in a zip loc bag for a week. I wouldn't leave them in water for a week for sure. Who knows what might move in and make your standing water there new home.

I did what u suggested but where should I store the cubes in the zip lock bags they were still a bit wet in the baggies I don't want mold so I put them all in a shopping bag and then in the fridge
None either way, Doesn't matter in Hydro.
None if too early even in dirt(soil).
Too late is another story, in soil that is.
The tap root hits the bottom of the container and starts to coil around,
then you have to trim it when you transplant.
Or it just continues to grow in a coil
and you never get a deep root system.
