Competing Groups Try To Get Medical Marijuana On November Ballot

Little Rock, Arkansas - Tensions are high over two competing medical marijuana proposals in Arkansas.

The two medical marijuana proposals in Arkansas are The Arkansas Medical Marijuana Amendment of 2016 and the Arkansas Medical Cannabis Act.

Ryan Denham, deputy director for the Act, worries two proposals on the November ballot will ruin chances for medical marijuana in the state.

"We cannot place two initiatives on the ballot, It'll confuse voter, it'll split the vote and will ultimately cause both to fail," said Denham.

David Couch, sponsor for the Amendment, says he doesn't see a problem with having two proposals on the ballot, but he thinks his is better.

"They allow people to grow their own medical marijuana. Mine doesn't," argued Couch.

Denham backs this by saying, "We believe patients that don't have means to travel to a dispensary should be allowed to grow a very small number of plants, which is five plants."

Denham added that their proposal offers more to the people.

"Couch's conditions list is also much more limited than ours, our conditions list includes serious conditions like Parkinson and lupus," said Denham.

Couch argued people aren't allowed to make pills, so why should they be allowed to grow marijuana.

"We set it up like a pharmacy and it's tracked the same as a pharmacy, we believe it to be medicine, so we set up a system that treats it the same as medicine," said Couch.

Denham wants Couch to join his team, saying,

"We're calling on Jason Polk and David Couch to abandon their efforts, join us, work together to pass medical cannabis in 2016."

Couch, however, stated that he will not be joining Denham's Medical Marijuana Act.

Couch has until July 8 to get his signatures turned in, while Denham turned his in last week. They're still being verified.

The main goal: to get on the November 8 ballot.
