Designing "Home Made Chiller/ Reservoir

I plan on utilizing a 14 Cubic ft Chest Freezer to both cool the return water from a 6 inch Ice Box heat exchanger and as the reservoir itself. I will add an inline pump etc.

QUESTION:
I understand Heat Transfer Well, so I am wondering if the standard 1/3 HP for every 1000 watts applies in this example. 14 Cubic feet of water in a FREEZER should dissipate a decent amount of heat. If its not enough I can always add a water cooler into the chilled water loop.

Does anyone have experience in this area?
