El Centro City Council Expected to set Fees for Medical Marijuana Outlets

El Centro, CA--The El Centro City Council will vote to establish fees and charges to obtain a medical cannabis dispensary permit.

Tuesday's proposal to adopt the fees comes a month after the City Council approved an ordinance to allow two dispensaries within the city limits.

El Centro Planning and Zoning Department is proposing a total registration fee of $3,706, director Norma Villicaña said.

"We (the city) are not going to get that much money," Villicaña said. "The only gain that could come out is the sales tax."

Most fees may be refunded if the applicant is not selected as one of the two permitted dispensaries, according to a report to the council.

"There's been a lot of interest, but applications (have) to wait until the council approves the fees," Villicaña said.

If the council approves the fees, she said, people may start applying as soon as July 20.

Villicaña said a dispensary permit will be valid for three years, and after that the applicant's compliance with the permit will be reviewed on a yearly basis.

Councilwoman Cheryl Viegas-Walker said she didn't think the fees are going to be an issue, and that she saw a benefit in "allowing a framework for these places to operate tightly controlled and properly placed."

The approved zones for medical marijuana dispensaries are on two portions of Imperial Avenue – from Ocotillo Drive to Ross Avenue and from Pico Avenue to the northern El Centro city limits. And two portions of South Fourth Street – from Interstate 8 to Ross Avenue, and from Heil to Olive avenues.
