Flipping back and forth

They won't flower until they old enough (varies on Strain and all the other variables, but it is quite a few weeks), most will throw preflowers out when they are ready to show even in Veg mode.
 
Personally never seen them earlier than 6 weeks old, though my eyes not the best. Clones are different as the cutting is same age as the plant and thinks it is mature enough to Flower, so I can't see you gaining anything doing that and would affect the growth using less light time.
 
The more I grow regular seeds the more I am finding you don't need to drop back lights for lots of strains these days. I have 2 Super Silver Haze plants that showed sex in 16 hrs of light.

I noticed this years ago but was growing a strain that was known to flower early. I am really surprised to see it from a long flowering sativa.

There are enough things that can go wrong during a grow. Changing light times around a lot can really mess with some strains. It is better not to take the risk.
