Flourescent lights do i have enough

i have a question i have a 4 foot high by 2 foot wide grow box with one 18 watt 6500k fluroesent non difused batten lighting a 1 and half foot plant i have painted all surfaces in bright white paint is this enough for my veg grow ,flowers are starting to form also i am wondering if i have to change to the 3000k tube i have for flowering im just a little confused on what i should do from here

any help would be apprecheated thanks heaps

What would you add as I am using fluro tubes would you add cfl's if so what lumen would be suitable to create more red or blue .

I just started the new 3000k tube today on 12/12
