Yes bloom nutrients can be used all the way through flowering.
Most will lay off feeding for last two weeks of flowering & use water this is called the flush period which helps remove excessive nutrient from the plant which may make the hud smoke harsh etc
Even tho bloom nutrients may will do for most grows some growers may use bloom boost or P/K to supplement the flowering period this may help stop common defs occurring & enhance yield... the choice is yours !
