Guam Considers 3 Dispensaries, Dependent On Medical Marijuana Rules

Guam's medical marijuana supply could come from three suppliers and most likely will be dispensed from secure warehouses, according to the Department of Public Health and Social Services, which is in charge of creating the rules and regulations for medical marijuana.

Public Health is currently working on the first draft of rules and regulations for medical marijuana, which was approved by voters during the November General Election.

Public Health Director James Gillan said the agency is considering allowing three dispensaries, for the northern, central and southern parts of Guam, but said the number could change as the rules and regulations become clear.

Gillan said Public Health will send a team to Arizona for a week to observe and study the different communities there to help the local agency come up with the rules and regulations.

Looking To Arizona

Public Health is looking at implementing many of the same rules and regulations used in Arizona, where medical marijuana has been legal for several years.

The Guam Election Commission certified the election results in late November, marking the start of a nine-month period for Public Health to come up with rules and regulations.

Proposal 14A, Guam's medicinal marijuana initiative, was placed on the ballot and needed only a simple majority to pass. Fifty-six percent of voters were in favor of the measure.

The measure was placed on the ballot by lawmakers, using the untested process called "legislative submission," which asks voters to pass or reject legislation introduced by lawmakers.

Marijuana will be limited to medicinal use only and will be regulated by Public Health, the approved marijuana legislation states.

Gillan said he hopes to have draft regulations for medical marijuana ready for a public hearing in the next three months.

He expects the hearings will be well attended and that many people will be interested in providing input.

Gillan has said private dispensaries could be granted licenses to grow marijuana, which could generate revenue for the department.

He expects the dispensaries will be secured warehouses rather than ranches or farms.

Colorado has its dispensaries in secured warehouses, which is something Guam is considering doing as well, Gillan said.
