My name is Kelly Jacobs, I'm a stay at home mom, community activist who decided to write a ballot initiative that would regulate marijuana like we regulate alcohol and require the governor to pardon non violent cannabis criminals.
If Mississippi is successful, the rest of America will follow. Please help us!

BALLOT INITIATIVE 48 IS A ONE YEAR ELECTION, ONLY REGISTERED VOTERS CAN PARTICIPATE, AND THEY MUST "FIND THE BALLOT" TO VOTE ON: IF THERE SHOULD BE A STATE WIDE ELECTION TO AMEND MISSISSIPPI'S CONSTITUTION?
If we collect a minimum of 21,443 certified signatures from 5 different areas submitted to the SOS, before our 12/29/15 deadline then we can VOTE on this measure that would:
- End the prohibition on Cannabis, and fully legalizes the use, taxation, medical use, cultivation and sale of all types of Cannabis for adults 21+ years of age.
- Industrial hemp shall be regulated by the Dept. of Agriculture.
- The Dept. of Health shall be responsible for a state-wide dispensary program.
- The Governor shall pardon persons convicted of non-violent cannabis violations against the State of Mississippi, both prior and current, within 60 days of receipt of their written request.
- Mississippi spends $200M annually on cannabis "crimes" arresting all other crimes $135M
- Mississippi is the 2nd highest incarcerating state in America (per capita, only after Louisiana). We incarcerate more than China or North Korea! As of January 2015 18,885 incarcerated in MS, of those more than HALF: 10,330 were convicted of cannabis crimes.
- Mississippi ADULTS 21+ can grow up to 9 marijuana plants, nobody's business.
- Mississippi ADULTS 21+ can sell Cannabis with an annual Mississippi Cannabis Sales license for $1000.00
- Mississippi ADULTS 21+ can grow/farm 10 - 500 marijuana plants for $25.00 annual fee, more for larger farms.
- 7% recreational Cannabis sales tax: applied to MS public schools.
POLICE WILL BE ABLE TO INVESTIGATE REAL CRIMES.
TO SUPPORT THIS INITIATIVE, WE MUST COLLECT NO LESS THAN 110K SIGNATURES ONLY FROM REGISTERED VOTERS!
