How to read this NPK info?

I have no idea how to read this. Any ideas? 1,5 - 0,5 - 1,0 i guess? So if there's so little of good stuff, how comes it works so well? I have stuff growing in it and no nutes for three months - no deficiencies on any kind.

So what it's saying is that there is 1.5%N in the solution, but there could be a margin of error of up to 50% of 1.5% in either direction. This is an incredibly confusing way to put it, but I guess if they have that big of a margin of error, they have to disclose that? Anyway, and I'm not saying this is better, but this would be another way of writing the NPK ratio:

N: 0.75 - 2.25
P: 0.25 - 0.75
K: 0.5 - 1.5

I have to assume they would fluctuate while keeping the same ratio since they all could fluctuate by (+/-)50%.
