Humboldt County, California - The proposed measure is still in the development stage before possibly showing up on the November ballot.

Bryan Willkomm, general manager of the Humboldt Patient Resource Center in Arcata, said the tax could discourage small growers from becoming legal.

Willkomm said that's because the state hasn't decided what its tax will be. He said when the state tax is coupled with the local county tax, it could cripple what local growers are trying to accomplish. Especially when it comes to becoming legal.

Willkomm said he foresees dispensaries having to raise prices because of the proposed tax. He said that will then affect their patients. He said that could possibly motivate them to buy cannabis on the black market, something they don't want.

"There is only a certain amount of taxation that we can continue to eat at the facility before that price has to be back on the patient." Willkomm said.

Willkomm said they hopes to see a cannabis industry with a foundation of small growers all over the county. He said to do that it's encouraging small growers to speak out, to give the county more information to work with.
