Is this soil fine to start from seed?

Hi everyone,

I read a lot of post and tutorial and watch many video. This gonna be my first time growing a plant. I ordered 5 white cookie strain and i will grow one for my personnal use for my insane back problem pain and to relax.

Now, at my location, there not a lot of soil available at the moment and i was wondering if this one is fine to start the plant after i germinate them. I didnt open it incase i need to return it and change it for something else.

Id be happy with that.
Id also use perlite. Maybee a 50/50.

Looks good seems it has perlite in it already so maybe a mix with 30% will do the trick

I would add some extra perlite and some vermiculite. Just for drainage. Seeds like there roots moist but not wet.

Last thing, i wanna do a kind of journal of my growing. You know a good tutorial i could use and what information is good and what is useless?

Now that i have a seed that germinate and it 3/4 long, when i plant it into the soil, do i need to put it under my 600 watt MH or i need to see the actual plant before to put it under light? Im scare to kill it or having nothing that will grow
