Just another new grower

I'm another new grower who knows little to nothing about what I am doing. I have four flouresent grow lights on 24 hours, have the plants in soil with nutrients. I have been reading as much as I can on the internet. Working on building a hydroponics system, but can't find a timer that will work for it. My friend says I should get sodium vapor lights, but I don't know where or what I am buying and am worried about a high energy bill (as this seems to tip off the cops.....or so I've heard.) I don't have a credit card nor a checking account so I can't buy off the internet.

Any and all advice will be greatly appreciated!
