I think you will need at least 10 of them as they may say they are 13w but they will only draw 6w if your lucky.

I recommend a 100x 3w 300w led panel they are cheap work well and should draw 175w or so.

In LED you generally shoot for about 30watts/square ft at a bare minimum. For better results 50w+/square ft. LED lights always give a false wattage rating. I have 4-300w and 1-1200w. This rating is the maximum that each individual LED could handle, not the actual draw. My 300w are actually about 140w each and my 1200w is actually about 540w.
You can use CFL with LED and get some good results.
What type of plant are you growing? Is is photo or auto?

If you are not serious about growth rates or have have little expectation CFL bulbs will be fine. although I do not suggest it instead I suggest you stay as far away from CFL bulbs as possible ie: don't waste your time with them.

Seriously they are hot and nasty not good and cool

They will work , you will be able to flower and get some bud so all is good. Main thing is to grow your own herb.
