Lighting help!

Hi guys i recently got given this lighting system and i was wondering what is the black box wired in to the ballasts... what size tubes do i need and how much electric would it use compared to cfls??? any info would be great

A closer picture of the label on the white boxes, the sockets, and the box that all the wires are running to might give us a bit more info.

i just found out from google that its some type of ionizer and its just plugged into the main plug for the two ballasts.... the ballasts dont work when there plugged n so i was thinking maybe the capacitor needs replacing..
