Montclair Medical Marijuana Dispensary Gets First State Permit

The first medical marijuana dispensary in New Jersey could be opening soon after state officials announced Monday they had issued a permit to a center in Montclair and were ready to send patients their identification cards.

The opening date for the center on Bloomfield Avenue has not been determined.

This week, the state is mailing identification cards to 190 residents who went through the registration process to use the dispensary. Another 130 patients "are in the process of completing the registration process," O'Dowd said.

Greenleaf operators could not be reached for comment and state officials did not know what the center will be charging for the cannabis.

"On behalf of our patients, we are absolutely thrilled," said Roseanne Scotti, director of the Drug Policy Alliance New Jersey, which advocated for the legalization of medical marijuana. "Now it's safe and legal for patients to get this medicine and they can do so without the fear of being arrested or losing their house and all that goes with that."

In order to get marijuana, patients must have a debilitating, chronic or life-threatening condition such as cancer, ALS, multiple sclerosis, muscular dystrophy, inflammatory bowel disease, glaucoma, and HIV/AIDS. They must register with the state and have a prescription from a physician, who also must sign up with the state. To date, 175 doctors have registered.

A laundry list of regulations and logistical hurdles has stalled the implementation of the medical marijuana legislation, signed into law in 2010. Though the state approved a total of six centers, most had or are continuing to have trouble finding communities that will allow them to open.

State officials also plodded slowly, trying to insure the security of sites and the safety of patients who will purchase marijuana, which is still considered illegal by the federal government. New Jersey's law is the most stringent of 17 states and the District of Columbia that allow medical marijuana.

Two centers in Egg Harbor and Woodbridge have found sites but the state's investigation is ongoing and no timeline has been set for when they may be issued a permit, O'Dowd said.
