Month-long Investigation Leads to 3 Arrests

A month-long investigation into marijuana dealing at an Oakland Street apartment led to three arrests on Friday, police said.

Officers with the East Central Narcotics Task Force arrested Jamell Fisher, 22, and Heather Michaels, 25, both occupants of Apt. 12-B at 360 Oakland St., and Karief Holmes, 21, of Bloomfield, Sgt. Sandy Ficara said in a news release.

All three were charged with possession of marijuana, Ficara said.

Fisher and Michaels also were charged with possession of marijuana with intent to sell, operating a drug factory, possession of drug paraphernalia, and risk of injury to a minor, Ficara said.

In addition, Fisher was charged with interfering with police because he initially gave a false name, Ficara said.

Fisher was held in lieu of a $150,000 bond on his drug charges and an additional $100,000 because he also was wanted by state parole authorities on charges of escape and illegal possession of a pistol, Ficara said.

He was scheduled to be arraigned in Manchester Superior Court today, Ficara said.

Michaels and Holmes were released. on bonds of $50,000 and $5,000, respectively. Both are scheduled to appear in Manchester Superior Court on Nov. 29, Ficara said.

The arrests came after the task force executed a search warrant at the apartment Fisher and Michaels shared in the Oakland Heights complex, Ficara said.

Police found some 4 ounces of marijuana, packaged for sale, and drug paraphernalia in the apartment, the sergeant added.

Police found Fisher outside the apartment in a car, where he was smoking marijuana with Holmes, Ficara said.

Michaels and Fisher were charged with risk of injury to a minor because several children were in the apartment, Ficara added.

The task force has received frequent complaints from Oakland Heights residents about illegal drug activity there, Ficara said.

The task force works in conjunction with other municipal, state, and federal agencies to investigate sales and use of illegal narcotics in Manchester, South Windsor, and Glastonbury.
