Mulch and cover crop

I plan on a No Till after my current grow is done. I've looked around but cant seem to find the answers I'm looking for.

Is mulch used along with cover crops or do I use one or the other?

One or the other depending on your conditions.

Personally I use both barley straw and cover crop.
Reason being is you always want cover crop because the roots keep the soil from being compacted, they are needed for the mycorrhazae to colonize, they are also your nitrogen source along with some other nutrients.
And the straw is because I only have cover crop around the edges of my pot and keep the center for my cannabis.
So I use straw in the center and layer the straw with fresh trimmings from the cover crop as worm food.
Also the occasional organic banana peel chopped up and some Gro-kashi for the worms and the Beetles.

If you use too much green manure (cover crop trimmings) you might get a bit too much nitrogen.
