OH Officials Release Proposed Rules For Medical Marijuana Growers

The proposed rules would require growers to be prepared to cultivate marijuana within nine months of receiving a provisional license. The Level II license would cost $2,000 for the application fee and $18,000 for the license.

The 14-member committee is responsible for crafting the details of the vague medical marijuana law passed by OH voters in June. The six Level 2 licensed cultivators will each pay an $18,000 license fee, plus a $2,000 application fee.

The applicants will be judged on criteria that includes the business plan, an operations plan, a quality assurance plan, a security plan and a financial plan.

Jacqueline Williams, Department Director of the Ohio Department of Congress, reviewed rules that have been established in other states.

"There's an opportunity for this to happen, but there also are protections in place for communities who don't want to have this happen in their own backyard", Chris Kerschner with the Dayton Area Chamber of Commerce said.

What started out as a humanitarian gesture by OH legislators should not be converted into a money-making scheme for state or local governments. The law prohibits smoking and growing marijuana at home. The law gives state regulators two years to get the entire program up and running. The committee, appointed by the governor and legislative leaders, makes recommendations on how to control and regulate the industry.

The rules must go through several layers of approval. Public comment will be accepted by both panels.
