You should move the little one if you want it to grow. Also, if it is possible, you should probably move it further from the fence unless you plan to keep it very small.

Problems come up when two plants like that are planted 6 inches or so apart. If the plants are going to grow strong and healthy they need room for their roots to grow and spread. As it is now the plants will start competing for available nutrients, water and sunlight before long.

Being close to the fence will make it hard to get around it from all sides for inspections when looking for the starts of insect or mildew problems. It will become hard to work on the plants as part of any training etc with the fence in the way.

What you are thinking of doing with this summer project can be done. It might become a bit frustrating at times, but it is doable.
 
Look good but I would suggest a tomato cage and foam green wire to train out the branches. That way you can build some impressive full colas and help keep her short. Like others said, move the little gal out a bit to get a better yield.
 
Like everyone else has said they are to close apart. If you plant in ground you want lots of space in between plants for the roots.

If it’s a stealth grow it might not be to late to put the tiny one in a pot not sure about the big one but with genetic info we don’t know how big they will get.

I noticed in your other msgs that you have grown a few plants indoors, some from cuttings if I understood your msgs. Is this you first outdoor growing.

Other tips that I can think of include that the grower "knows the soil". This includes having an idea of how much organic material is already there. Or whether it is a heavy clay soil or a loam or something with a lot of sand. Great plants of just about any type can be grown in any soil but if the grower has an idea of what is happening with their soil it seems that the success comes easier even if they do not think about the soil that often.

Another one is "knowing the weather" for the area. Things like the usual wet seasons and whether they are in the spring and fall. When is the usual last frost in spring and usual first frost in fall. Those will not kill a Marijuana plant but they are important indicators of weather changes. Those are just starter questions and the kind that many experienced growers do not think about often but the answers are in the back of their mind when they work their gardens.

Related to that but very important to outdoor growing is a basic question. When standing there looking at the plant and the fence, which way is north?
