PH tester

Hey all. Can anyone tell me your best "bang for your buck" on a PH tester. I purchased 2 of them and they both are junk. They dont repeat. Should you test the soil or water? Do you treat the soil of the water and how fast should you see results? My PH is 5.0-5.5 now...any suggestions? THANK YOU
