Pinching

From my understanding pinching causes the plant to temporarily slow down in upward growth encouraging lower plant growth. My question is can pinching be done whIle the plant is in flower? Or is this something that should be done in growth stage? Would that stress the plant? I haven't tried this method as of yet and would like to hear, (read), advice from others.

You will find that once flower starts the stems get really hard. I have strong hands and when my plants are flowering theres no way I can pinch with fingers. Pliers Im sure but .......
