Plant budding but not well

Well its the start of winter and we been having afew cold frosts with temps outside down to -3c degrees and though the day it 13c degrees the plant 1 and a half ft been budding for the last 3 weeks but now all the white hairs r red so it hard to tell if it stop grow all together. i bring it in at night and put it back out in the morning should i put it back to veg with cfl or just leave it out side for nature need advice

Am Living In The Coldest Part Of Australia And It Just The Start Of Winter i Move The Plant InSide On A Night and Put It Back Outside In The Day As Every Morning We Are Getting Frost Each Morning And -3c degree to 14 degree The Plant Is 2ft tall the lower leaves and branches are dead and the top half of the plant is growing real slow dont know what to do i have 2 cfl light both 48watts but i dont want to put back to veg now i just want it to bud and then wait till winter is over before i start my 2 grow..
