plant started drooping

My 11 day old seedling's leaves are drooping. Just watered today. I water every 3-4 days as needed.
I've kept at 77 degrees
humidity 63%
soil is a seedling starting soil (organic)
no nutrients have been given yet
kept in a grow tent with 450 watt light set on veg at 38 inches above plants
lights out time did drop to 60 degrees
light is 18/6 also started to lean over had to prop it up

they do that when you water them. they will perk back up when they dry out a little bit. if there is too much N causing it it will go away just dont start feeding it yet until they stop doing that

I think I know what is happening... but please bare with me while I check a few basics.

You say you water as needed. What in your mind makes this determination? How do you decide for the plant when it "needs" water?
