Plants short and tight - Lights too close?

My friend has a few plants that are about six or seven weeks old. They are about a foot tall. There is very little spacing between the nodes and internodes and seems to think they appear short and thick. He believes they should be taller, but they otherwise seem very healthy. The lights he has on them right now are CFL's and are about 1 or 2 inches away from them. Is this ok, or should he move his lights up further from the plants, or does that matter? He wonders if moving the lights higher would cause the plants to stretch up toward them and get taller.

Yeah if he moves the lights up the plant will stretch to it and make it taller but possibly (most likely) more spacey between branches.
