Question??About my bubbler

I just purchased a new bubbler, and its stands about 8 inches tall, the bowl sits on the bottom of the bubbler. I was wondering if it was possible to put water in it, because when I tried the stem of the bowl was all wet, am I doing something wrong????

You are going to have to give a better discription or a picture, but try to fill it up through the carb or the bowl (dry it off with a paper towel).

Ok look at the bong below and listen. If you put water in this bong and it goes past the dark blue hole the stem fits in, Theres way to much water. Maybe filling this to where the glass comes in tighter near the botom (From bottom, the part that looks darker yellow) is fine. ....Thats to complex of an explanation isn't it...
